County League Rules

 

RULES - 2009 / 2010

 

1.                   The League shall be known as the UNDER 25’S COUNTY LEAGUE.                    

 

2.                  The management committee of the league shall be made up of the member counties under 25’s team managers / secretaries plus one other member from each county.

 

3.                  The position of league chairman shall rotate each year and will be from the county holding that years presentation and end of year league tournament. (Kent - 2009/2010, Surrey - 2010/2011, Sussex - 2011/2012, Essex - 2012/2013)

 

4.                  The league shall hold as many committee meetings each year as maybe necessary to run the league efficiently. The league secretary is responsible for the arrangement of such meetings and collating, updating and sending out league results.

 

5.                  League fees shall consist of an annual fee of £25.00 payable to the league secretary before the commencement of each season. This fee is to cover the cost of badges / pennants etc.

 

6.                  The League shall consist of teams made up from the member associations under 25’s players; a minimum of four rinks of players will constitute each team. Player’s legible to play must not have reached the age of 25 before 30th April at the end of that playing season.

 

7.                   Players must be members of the association of the county they represent. Under no circumstances may a player play for more than one county team within the course of the season.

 

8.                   Counties may enter teams in their own right or where a county does not have enough under 25’s players they may enter a joint team with another county association.

 

9.                  The member teams will play 6 matches against each other in the league on a home and away basis. A qualified umpire should be appointed for the venue by arrangement between the home county and the umpires association. Matches will be played under the laws of the game as accepted by EIBA Ltd.

 

10.             The home county shall have the right to choose the rinks to be used. However the umpire shall make the draw for rinks and opponents.

 

11.             Each county will be responsible with regard to their own player’s meals and rink fees. The cost of visitors’ meals shall also be the responsibility of the county concerned.

 

12.              The usual dress shall be whites; county shirts may be worn where available. Any host county not agreeing to this form of dress may request that the visiting county play in white tops to which request the visitors must comply.

 

13.              Position standings shall be determined on the basis of games won and lost. There will be TWO points per rink won and ONE point for each rink tied. An additional FOUR points will be awarded to the team with the most shots: (TWO points for an overall shots draw) a maximum of TWELVE points per match. Each match shall be contested over 21 ends unless each of the opposing competing captains agree to fewer ends due to unforeseen circumstances. 15 ends shall be the MINIMUM played for the match to be valid. If less than 15 ends are played the match shall count as a cancelled match and the points shared. All rink scoreboards will be left in position at the end of the rink showing the final score of that rink until all rinks are finished playing and the match is completed.

 

14.               If a County is four players short it must play 3 players v 4 players on four rinks (They shall not play a full rink short).  They will also have 25% of the overall score deducted. (Rounded up).

 

15.               Where a County is 1 player short they shall play as a triple with 25% of their score deducted. (Rounded up).

 

16.             The results must either be posted by 1st class post or emailed the same day to the league secretary, who on a regular basis will update and send out a league table.

 

17.              In the event of a match having to be cancelled the captain of the team to cancel the match shall notify the captain of the opposing team and the league secretary at their earliest opportunity and in any case not later than within seven days. Failure to do so may incur a penalty deduction of two league points from the cancelling team, and the cost of the rink fees. The match must be rearranged on a suitable date agreeable to both teams and the rearranged date to be made known to the league secretary before the match takes place. Should any dispute arise between the opposing teams, it must be referred to the league secretary for a decision. If a subsequent arrangement to play a rearranged match can not be put into effect, then only with the agreement with the league secretary the points will be shared – SIX points to each team. If a cancellation occurs for any other reason the captain of the team unable to attend shall notify the captain of the opposing team and the league secretary who will decide the distribution of points.

 

18.               In the event of a player not being able to continue due to a disability, injury or emergency then a reserve may be allowed to play. Should a reserve stand in to play they may come into a position other than that of SKIP. In the event that NO reserve is available to stand in, then provided 15 ends or more have been played the game on that rink shall cease at the standing score. Should the emergency arise before 15 ends have been played the game shall become null and void on that rink only and the TWO rink points for that rink shall be awarded to the opponents.

 

19.               At the end of the season the County Team with the highest points will be the league champions. In the event of points being equal the winning team will be the team with the greater of number of shots for. If these are equal, the team with the least shots against shall be adjudged to be the winner. The overall winning County will be presented with the - UNDER 25’S COUNTY LEAGUE SHEILD to be held for one year. This will be awarded at a presentation to be held on the same day as an under 25’s county league tournament. To be hosted by the county whose turn it is to act as league chairman for that season.
